The empty storage flask doesn't appear to be working on live snakes as it should. You are unable to gather a snake

I'll look into this but I know for an absolute fact that someone completed this quest from start to finish.

EDIT: It looks like it works on a dead snake, definitely a bug but use this as a workaround for now.
